Preheat oven to 350°F and line a sheet pan with parchment paper.
Cream together the butter and sugar in a large mixing bowl until light and fluffy. Mix in the eggs one at a time. Stir in the milk and vanilla extract. Gently mix in the flour and baking powder just until combined.
Wrap the dough in plastic wrap and refrigerate it for at least 1 hour to chill.
Place the dough on a sheet of parchment paper and dust both sides lightly with flour. Top the dough with another sheet of parchment paper and roll it until it’s about 1/3 of an inch thick. Place the cookie dough in the freezer for five minutes to firm up. Cut out 2-inch rounds from the dough.
Place the cookie rounds onto the sheet pan, leaving about an inch between each cookie.
Bake for 8-10 minutes until the cookies are golden brown. As soon as you take them out of the oven, sprinkle the sanding sugar over the top.
